There is no sole independent system of stamp administration by the state government, but also the test of stamp liability under the provisions of the Indian Stamp Act, 189, to other public servants, including departmental officers determined to implement the provisions of the Indian Stamp Act, 189. In this context, the Indian Stamp Act, 189, is an Act relating to all the departments in which the stamp is used in any document, not the jurisdiction of any particular department.
Under the provisions of this Act, ensuring / levying appropriate stamp duty liability on the deed is the responsibility of all such officers, in front of whom the deed is presented. Maximum stamp revenue is being earned by the Stamp and Registration Department alone.
